3. Biodata: Qarar was a well-known Hezb-e-Islami Afghanistan commander in southern Afghanistan during the jihad. He also worked as police chief as well as head of Tribal and Ethnic Affairs of Laghman province. Qarar participated in the Constitutional Loya Jirga in 2003.
Eng Muhammad Alim Qarar is from Alingar District (Laghman Province) and associated with Heszb-e Islami. He was a member of the internal security committee of the 2005 Wolesi Jirga. He is supported by the Pushtuns in Province. He bagged second highest number of votes in the 2005 and 2010 elections after Mawlawi Sayed ur Rahman respective after Haji Muhammad Hassan Mamozai.

Eng. Muhammad Alam Qarar is the son of Malik Wali Mohammad. He was born in 1959 in the Alingar district, Laghman province. Qarar graduated from Shaikh Muhammad Husain High School in Alinghar district, Laghman province, in 1976. He studied engineering for three years at Kabul University, starting in 1979.
