Baba Jalander (director of the Afghan Red Crescent Society from late 2001-2004) is a second tier commander of Jamiat, Shura-e Nazar party of Ahmed Shah Massoud (killed on September 9, 2001). Human Rights Watch is listing him as a Human Rights Abuser.
