3. Biodata:
gran_ghulam_hassan2Ghulam Hassan Gran (a.k..a. Giran, Geran) was born in 1957. Gran is a Pashtun from Sahak (Andar) tribe. He graduated from Zahir Shah High School of Kandahar Province in 1974 where his father was a military officer in the Afghan Army. Gran has a Bachelor of Arts Degree in Law and Political Sciences, with a major subject “Quantitative Political Analysis” from Canyon College Caldwell Idaho (U.S.A).

He has also attended various training and fellowship programs including constitutional law in National School of Administration (ENA) Paris- France, International Treaties, Rules and Principles of war during combat, Parliamentary Affairs, International law, Managing Leadership, Budget and Audit which were held in various countries including Sri Lanka, Japan, U.SA, Germany, France, Italy, India.

During his work in the Ministry of Interior, either alone or in group, together with the Ministry of Justice, he worked on drafting some laws and regulations. As a Legal Advisor in the ICRC, in addition to various legal issues he was also engaged in issues of Testimony Policy and Evidence Procedure of the ICRC consequent from provisions reflected in verdict decisions of the International Criminal Tribunal Court of the Former Yugoslavia. In 2004 Gran was assigned as the General Director of the Legislative and Parliamentary Affairs of the General Secretariat of the Wolesi Jirga (House of Representatives) National Assembly of Afghanistan.

In 2007, he was appointed as Secretary General of the Wolesi Jirga. During his services in the General Secretariat of the Wolesi Jirga, in order to institutionalize legislature in Afghanistan, Gran engaged in various efforts and activities such as drafting the Rules of Procedure, working strategy and other internal rules of the House, capacity building of the staff members of the General Secretariat, designing and renovation of the buildings, scrutinizing the legislative decrees and laws, providing legal advice, improving inter-parliamentary diplomacy, and maintaining professional relations with other parliaments and international organizations.

In addition to his post as a Secretary General, Gran is currently a member of the Board of Trustees of the American University of Afghanistan, member of the East West Institute (EWI) Brussels, Belgium and member of South Asia Foundation (SAF) Delhi, India.

 Gran was awarded with Meer Masjidi Khan National Medal and Merit letter by the President of the Republic and President of the House in respect to his momentous Professional Parliamentary Services.

Gran is married and has two sons and a daughter.
