Government of Afghanistan has been concerned over the activities of Hizb-ut-Tahrir. Chief Executive Officer (CEO) Abdullah Abdullah told the Council of Ministers on Nov 23, 2015 that Hizb-ut-Tahrir has been functioning in academic environments, societies and among youths. He said Hizb-ut-Tahrir is the civil branch of terrorist networks that convince people for terrorist activities and misusing the name of democracy and freedom. CEO Abdullah’s concerns come after 27 students of Nangarhar University were recently arrested for supporting anti-government groups. Hizb-ut-Tahrir views Afghanistan as an invaded country and believes Taliban’s battle as a defense towards the invasion. (20151122)

Background:

Hizb ut-Tahrir (Party of Liberation) is an international pan-Islamic political organisation. They are commonly associated with the goal of all Muslim countries unifying as an Islamic state or caliphate ruled by Islamic law (sharia) and with a caliph head of state elected by Muslims. The organization was founded in 1953 as a Sunni Muslim organization in Jerusalem. Since then Hizb ut-Tahrir has spread to more than 50 countries and also to Afghanistan and by one estimate has about one million members. Hizb ut-Tahrir believes the re-establishment of caliphate would provide stability and security to both Muslims and non-Muslims in the predominantly Muslim regions of the world. The party promotes a detailed program for institution of a caliphate that would establish Shariah and carry "the Da'wah of Islam" to the world.
