3. Biodata Commissioners (as of 20181206)

Commissioner and Chairperson Abdul Azizi Ariaeywas born in 1977 in Ghozukdara, a village of Argo district of Badakhshan province in Afghanistan. He  completed master's degree in Islamic studies (Sharia) from International Islamic University,Islamabad, Pakistan in 2005. In addition, he got a post-graduate diploma in information technology (PGD-IT). Being a university student, he served as the head of the cultural affairs of the Afghan Students' Union.

Chairperson Ariaey returned to his home land, and started his career as the lecturer in the Faculty of Education, Badakhshan University. In 2007, he was appointed as the alternative livelihood officer in Counter Narcotics Advisory Team (CNAT), a joint initiative of the US Embassy of Kabul and Afghan Ministry of Counter Narcotics in Badakhshan province. He joined the Civil Service Commission as the national coach/advisor for the Ministry of Hajj and Religious Affairs through the UNDP/ CAP project in 2008. After a year he was appointed as the corruption prevention advisor in the High Office of Oversight & Anti-Corruption by USAID/TAF. Later he joined the Ministry of Finance as the procurement controllers coordinator and when the process of security transition started, he was appointed as the security cluster advisor to the MOF/ Policy Department through the UNDP/MBAW project and was responsible to lead, organize and coordinate the transition non security affairs with all Afghan entities and the international Ssecurity forces.

Before his being appointed as the chairman of the Election Compliance Commission (ECC) he served as the Vulnerability to Corruption Assessment (VCA) team lead for the Independent Joint Anti-corruption Monitoring and Evaluation Committee (MEC).

Chairperson Ariaey is able to speak, read and write in Dari, Pashto, English, Urdu, and Arabic langauges.
 

Commissioner and Deputy Chairperson Humaira Haqmaldaughter of Haji Nasrullah Khan, was born in Kabul in 1967.  She completed her master’s degree in political science from Islamic Azad University in Kabul and received her bachelor’s degree in administration and diplomacy from Kabul University in 1990.

Commissioner Haqmal has several years of professional experience of working in various organizations in the country. She served as the prosecutor of monitoring in Paktia province; director of women affairs in Maidan Wardak province; member of peace committee of Wardak province, lecturer at the Political Science Department of Kabul University; head of Afghan Sisters Association; lecturer at Tabish, Dawat, Mashal Universities; member of ACSEN, CSOs and women rights.

Commissioner Haqmal was awarded the international Genji Creek Patrick award in democracy and peace at Washington DC, USA, for here civil activism and defending the women righters at the international level. Her academic and professional writings include papers on economic and social rights of women, lack of enforcement of law in the Afghanistan and solutions to it, the status of training and education of women in the conflict situation of Afghanistan, and the 25 percent quota of women in district councils.

She ran as an independent candidate for Wolesi Jirga elections from Maidan Wardak province in 2010. She also ran for the position of vice-president with one of the presidential candidates in 2014.
 

Commissioner, Secretary and Spokesperson Dr. Ali Reza Rohani, son of Abdul Raziq, was born in Jaghori district of Ghazni province in 1969. In addition to Islamic studies, he has completed his bachelor’s, master’s degree and Ph.D. from Iran. He has his bachelor’s degree in law and master’s in human rights. He has recently completed his Ph.D. studies in criminal law and criminology and is currently writing his Ph.D thesis.

Commissioner Rohani also played a vital role in the establishment of certain organizations, universities, academic and research centers in the country, including Ibni Sina University, Afghanistan Legal and Research Studies Center, Kateb University and Kahtemun Nabiyeen University (Kabul).

Over the last one decade, Commissioner Rohani played an important role in codifying many Afghan laws including execution of criminal law, election laws, elimination of violence against women law, anti-corruption law, law on duties and responsibilities of Attorney, combatting human trafficking and kidnapping law, care of homeless children law, prevention of overspending law, the rights of people with disabilities law, mass media law, child protection law, families’ support law and Afghanistan penal code.

He is a founding member and member of board of trustees as well as the academic cadre of Kateb and Ibni Sina universities, dean of Faculty of Law of Ibni Sina University, member of Afghanistan Laws’ Reform and Codification, Family Law Codification Committee, Afghanistan’s Independent Defense Lawyers’ Association, Combatting Human Trafficking and Kidnapping High Commission, member, founder and executive director of Afghanistan Legal Studies and Research Center and Editor-in-Chief of Legal Studies Magazine. He has served as editor of legal section of Sina Book Academic and Research quarterly and contributed to drafting, correction and conceptualization of more than 14 laws in the country.

He is also member and deputy director of Afghanistan Independent Legal Assistances Board, served as senior advisor of the Afghanistan Independent Human Rights Commission (AIHRC) between 2007 and 2016 and legal advisor in the presidential palace before his appointment as the ECC commissioner.

Commissioner Rohani is fluent in Dari and Arabic and familiar with Pashto and English languages.
 

Commissioner Ghulam Dastagir Hedayat, son of Mohammad Alam Khan, was born to an educated family in 1963 in Shahbaz Khan village of Chack district of Wardak province. He currently lives in 3^rd district of Kabul city.

He was enrolled in Barikot Primary School in 1970, continued secondary school in Karte-3 School and graduated from Habibia High School after serving in Military in 1987. Commissioner Hedayat attended Kabul University in 1988-1990 where he received his bachelor’s degree in law and political science. He received his master’s degree in criminology from Khatemun Nabiyeen University in 2014.

Commissioner Hedayat has worked in different departments between 1991 and 2016. He has served as a prosecutor in AGO for equal enforcement of law (1991-1997), audit officer, manager of advisory board, legal advisor to the Afghan Red Crescent Society (1997-2004), manager of transitional justice program of AIHRC (2004-2005), head of international relations of Meshrano Jirga or upper house (2005-2006), head of the central region office of AIHRC (2006-2009), investigation head in the High Office of Oversight and Anti-corruption (HOOAC) (2009-2011), the appellate court head in the AGO for the Western region (2011-2013), member of Studies and Scrutiny Department (2013-2014), head of appellate of crimes of public security in AGO (2016), head of Studies and Scrutiny Department (2016).

Commissioner Hedayat is fluent in Pashto (native tongue), Dari and English
 

Commissioner Abdul Basir Faez, son of Ghulam Sarwar, was born in 1969 in Kisham district of Badakhshan province. He obtained his bachelor’s degree in jurisprudence and law from Kabul University’s Sharia Faculty in 1996. He has a master’s degree in general law from Khatam-al-Nabieen University.

Commissioner Faez has completed practical training programs and specializations such as judicial stage training of the Supreme Court, specialization in civil law, trade and punishment, civil jurisdiction principles and criminal and commercial court principles at the International Development Law Organization (IDLO).

He has an extensive experience of working in different government organizations for over 18 years. He worked as the legislative affairs expert at the Presidential Palace and served in different departments of the Supreme Court, Afghanistan Telecommunications Regulatory Authority and Afghanistan’s Academy of Sciences. He also served as an instructor during his specialization program at the Supreme Court and legal training programs  organized by USAID, IDLO, Max Planck etc.

Besides the official languages of the country, Pashto and Dari, Commissioner Faez is also good in Arabic and English languages.

Background:
President Karzai through a presidential decree appointed the five members of IECC out of 15 people introduced by the selection committee," the government said in a statement. The five members are Abdul Satar Sahdat Abdul Sattar Saadat, Mrs. Rida Azimi Rida Azemi, Nadir Mohsini Nader Mohseni, Azizullah Aryafar and Payghumbarqul Doghan Paighambar Qul Doghan. (20130916). The five are reasonably qualified professionally, but there are allegations that they are too close to the Palace and the current, but out-going, vice presidents. Kandahar MP Naim Lalai Hamidzai said, "The president obviously chose his own people, those loyal to his circle.(20130919)

The new Independent Electoral Complaints Commission (IECC) members on 20130919 elected Abdul Sattar Sadat as head of the watchdog’s administrative board, Mrs. Reda Azimi his deputy and Nadir Mohseni as secretary.

The Selection Committee, set up to finalize a shortlist of eligible candidates for the Independent Electoral Complaints Commission (ECC) membership, submitted the final list of 15 shortlisted candidates to President Karzai’s office on Wednesday. The list of candidates includes Reda Azimi, Dr. Najibullah, Shujauddin Shuja, Shafiqa Moaber, Abdul Satar Sadat, Abdul Jabar Hamidi, Sayed Aziziullah, Mohammad Jawad, Abdul Qayyum Ghayour, Amanullah Tajali, Nadir Mohsini, Azizullah Ariafar, Kazimia Mohaqiq, Sayed Farooq Omar and Payghumber Qul Doghan. Karzai will choose five commissioners for ECC from the list.(20140913)


3. Biodata:
 

Abul Satar Sadat, son of Abdul Jabar, was born in 1979 in northern Baghlan province, where he studied high school before doing his masters in law and political science from Kabul University in 2000. A poet and writer, Sadat established a cultural centre in Baghlan and worked as a civil society activist. He remained administrative board’s member of the Wolesi Jirga. Sadat was elected as the commission chief.

Mrs. Rida Azimi was born in 1969 in central Parwan province. She studied journalism at Kabul University and obtained a bachelor degree in human rights from Denmark.
She worked as editor-in-chief for a magazine named Women Rights, and was head of coordination office of Afghanistan-Pakistan, and had worked as deputy of rights and social justice of Afghanistan. She was appointed as member of Meshrano Jirga on reserved seat by President in 2005 and has been working as a commissioner of the Independent Election Commission (IEC) over the past one and a half years. She has authored three books namely “Women Rights in Islamic Countries”, “Domestic Violence Against Women” and “announcement is a crime”. Azimi was elected as deputy as of the IECC.

Nader Muhseni was born in 1978 in Yakawlang district of northern Bamyan province. He graduated from law and political science faculty of Kabul University in 2005.
Without giving details, he told Pajhwok Afghan News that he had obtained a master’s degree in law from a foreign country.
He has worked as head of the registration department at the Oversight and Anti-Corruption Commission and taught as lecturer at private education institutes including Katib, Tolo Aftab and Gharjistan in Kabul. Mohseni was elected as secretary and spokesman of the IECC.

Azizullah Aryafar was born in 1969 in central Parwan province and has acquired BA degree in law and political science from Kabul University.
From 1992 to 1997, he worked as director of publications for Afghan film and worked as publication manager at Radio Television of Afghanistan (RTA) during the interim government. Since 2009, he has been working as director of information and public relations at the IEC.

Paighambar Qul Doghan was born in 1954 in the Aaqcha district of Jawzjan province. After his high school, he graduated from history and geography from the education faculty of Kabul University. He was the translation department head at the Ministry of Education and was the chairman of carpet export union. He also served as district chief for Andkhoi, Darzabad and Qarqeen districts of Jawzjan.
