Haji Khan Muhammad Khagai, son of Haji Aqah Muhammad, was born in 1964 in the village of Abaskhil Abbas Kheil in Sorobi Surubi district of Paktika province. He completed the sixth grade primary level education. He is a prominent tribal figure having been identified as a tribal elder and mediator in his community. Khagai has traveled to Pakistan and the United Arab Emirates. He is member of Mahaz Milli, the National Front Party.

Khagi is a member of the Relation to the Provincial/Districts Councils and the Immunities and Privileges of the House Members Committee.

He speaks Dari and Pashto.
He is married and has 11 children.
