AfPay national card

AfPay is operated by the Afghanistan Payments System (APS). It is Afghanistan’s domestic equivalent of a national debit-card network.

  • Cards are issued through participating Afghan banks and electronic-money institutions.
  • They can be used at connected ATMs and merchants with AfPay POS terminals.
  • Transactions are generally denominated in Afghan afghanis.
  • Some cards support contactless payments.
  • It is primarily a domestic card, not a Visa or Mastercard for normal international use.

For example, Afghanistan International Bank advertises an AfPay card with monthly ATM and purchase limits of AFN 500,000, although limits and fees can differ by issuer.

AfghanPAY

AfghanPAY Services Company is separate from the AfPay national card scheme. Its app appears to concentrate on:

  • mobile-phone credit and electronic top-ups;
  • telecom distribution and reseller services;
  • bill or electronic-payment services;
  • ticket reservations.

It should therefore not automatically be regarded as a widely accepted bank card.

HesabPay

HesabPay works mainly as an account linked to a telephone number. Users can reportedly:

  • send money between HesabPay accounts;
  • receive funds and cash out through agents;
  • pay bills and purchase mobile credit;
  • pay participating merchants through the app, QR codes or a payment card;
  • fund the wallet through supported bank accounts, cards and other channels.

Merchants can use its payment gateway to accept HesabPay wallets, AfPay cards and—depending on their configuration—international cards.
