Background:
 

• GAAC reported activities to the Afghan Ministry of Economy;
• the ministry treated GAAC as a foreign/international NGO, not as an Afghan national NGO;
• its recognized fields were education, healthcare and social assistance;
• its money was reported as coming from its own foreign headquarters—consistent with financing by a organization in Germany;

• it reported expenditure of $41,064 for the Afghan fiscal/reporting year 1394, corresponding mainly to 2015.
  
  Since August 2021 GAAC is trusted or at least tolerated. GAAC continues operating and its German partners have met Taliban provincial officials. Generally positive indications, particularly around schools, clinics and food aid—but there are no independent beneficiary surveys. Low-profile and difficult to evaluate. GAAC has little visible presence in UN reporting and is not clearly listed as a current ACBAR member.
  The main reservation is that much of this evidence comes from GAAC, Kinderhilfe Afghanistan or favorable event reporting—not audits or independent evaluations. GAAC appears locally established, operationally trusted and probably appreciated by many beneficiaries, especially in eastern Afghanistan. However, its wider reputation is mixed and independently under-documented, with limited public financial transparency and controversy surrounding its leadership’s comparatively sympathetic portrayal of the Taliban. No credible public evidence of fraud, sanctions violations or financing the Taliban.
