Qari Yahya Haqqani, a senior member of the Haqqani Network, is the brother-in-law of Khalifa Sirajuddin Haqqani, the leader of the Haqqani Network and the current Interior Minister in the Taliban's government. Yahya Haqqani has long been intimately involved in the military and financial operations of the Haqqani Network, particularly in the Arab Gulf countries. In the past, he served as the primary messenger between Sirajuddin Haqqani and senior Haqqani field commanders, playing a crucial role in providing logistical and financial support for major operations. He personally participated in military operations and sustained injuries to his leg during one mission. Additionally, Yahya Haqqani reportedly served as the primary liaison for the Haqqani Network with foreign terrorist and militant groups, including al-Qaeda. Born in the early 1980s, he received his education at the Haqqania madrassa in Pakistan before serving as an Arabic interpreter for Sirajuddin Haqqani. Reports indicate that he operated a media studio in one of the Haqqani Network-run madrassas, where he edited videos depicting the group's military operations across Afghanistan. In 2014, the U.S. government designated Qari Yahya Haqqani as a Specially Designated Global Terrorist (SDGT). He is also sanctioned by the UN's sanctions list under the designation TAi.169.

Interior Ministry spokesman Abdul Mateen Qani said the US government had revoked the bounties placed on Haqqani, Abdul Aziz Haqqani, and Yahya Haqqani.(20250323)
