Sufi Abdul Razaq Istalifi was born in 1956, in Istalif district of Kabul city. He graduated from the Istalif school in 1973 but could not manage to pursue his higher education due to war and emigration. Sufi Abdul Razaq Istalifi is an ethnic Tajik and he has been elected to the Afghan parliament for the first time. He has also served at the people’s council in Istalif district. He doesn’t hold membership in any political party and is an independent candidate.

Sofi Abdul Razeq Estalefi received 3,749 votes in Wolesi Jirga Election 2019 and got a seat in WJ 2019 .
