Sayed Esmatullah Mal was born 1973 in Balkh Province. He was appointed IEC Member 2019 who got nine votes out of 17 Presidential Candidates 2019 election. He is from Balkh province, went to Technicon Balkh, thereafter to Balkh University and has a master’s degree in law.
