Mohammad Rafi Mamozai, son of former Jihadi Commander Mohammad Zaman Mamozai, is born in 1982 in the Patla Kala village of Mehtarlam Baba, the provincial capital of Lagman . He has his undergraduate degree in economics. His father was working as police chief of central Parwan province.

Rafi secured 3,006 votes in Wolesi Jirga 2018 election and got a seat in WJ 2018.
