Herat Professional Shura Herat Council of Professionals
was created in the first month of 2002 when serveral doctors, lawyers, professors and teachers began to meet and organize. Mohammad Rafiq Shahir led the effort. Ismael Khan the warlord and strongman in Herat Province had targeted the professional shura of Herat apparently perceiving them as a threat to his rule.- Last modified:
