Background:
Chemtal district is a few kilometers west of the city of Mazar-e-Sharif. Chemtal district - just to the north Chahar Bolak district - had the highest amount of insurgent activity in the regions immediately in and surrounding the city of Mazar-e-Sharif.(20110919). Many Pashtuns are living in Chemtal District.
