3. Biodata:
Abbas_EngineerEngineer Mohammad Ghulam Noyan Abbas s/o Haji Saleh Mohammad, was born 1949 in Parwan Province. He finished schooling in Kabul and continued his higher education abroad.  He went on to attend Polytechnic Institute and study civil engineering. To continue his studies, he was sent to Japan. His father, Haji Saleh Mohammad, was an influential and prominent political figure. Exactly two days after Abbas’s return from Japan, his father and three brothers were taken away in the middle of the night and mass-executed by the communist regime. For a long time, Abbas was also wanted, but, fortunately, was never captured. At the age of 28, he was left as the sole breadwinner of his family of over 30 members. The start of the civil war forced Abbas to leave his homeland like millions of other Afghans. He started his own business and relocated his entire extended family out of Afghanistan.To date, he stands as the largest financial donor to Marefat High School.

Abbas is a Hazara-Shia and is associated with Wahdat Party. He is a business man who owns his own transport company.
 

Noyan Abbas was a member of the Committee on Communications, transportation, urban, housing and municipalities of Wolesi Jirga 2005.

The controversial Shia mariage Law: He voted for the law, but he was against a certain article. But unfortunately he said, it was not a passed through the regular way that - like any other laws - to be read and explained article by article. Noyan's confusion highlighted the problem since word of the family code leaked out. There were several drafts and conflicting accounts of what the law actually says. Mounting public pressure both here and abroad led Karzai to order the measure shelved until it could be reviewed and revised if necessary.

One of the members of the Board of Trustees of Marefat High School (MHS) is MP Engineer Abbas Noyan, who has been one of the main community supporters of that School which started operation in 2002.It is a community-supported, grassroots, education center based in Dashti Barchi, District 13th, in the densely populated western part of Kabul with a population of more than one million people.

In the summer of 2010, one Arash Abbas was arrested in Montgomery County, Maryland for alleged involvement in human trafficking and prostitution. According to the Afghan women's group RAWA, Arash is Noyan's son.
 

"Ashraf Ghani-Ahmadzai's policy is neither logical nor in the framework of an economic school and his policies are not in favor of Afghanistan," Mahmood Karzai explained.

Noyan reacted against the Mahmood Karzai's claims. "Mahmood is a shopkeeper, so what does he know about economy; Dr. Ghani has good knowledge about the economy." Abbas Noyan, member of Dr. Ghani-Ahmadzai's Presidential Election 2014  team, said. "And if Mahmood Karzai has documentation about the robbery committed by the Minister of Finance, he can send it to his brother."(20140609)
