3. Biodata:
Safar Muhammad Kakar, son of Haji Nazar Muhammad Khan, was born in 1952 in the village of Saleh Abad in Qala Zal district of Kunduz province. After completing his primary and secondary education, he enrolled in the Kunduz Teacher Training Institute where he completed his 13th year degree. In 1974, he taught at Qala Zal High School. From 1976 to 1994, he taught at Sher Khan Bandar High School, Maula Sarajuddin School, the Experimental School, and Sultan Ghyasuddin, Amir Khisrow and Abu Muslim Khorassani schools. He also worked in the Kunduz Department of Education and he served as director of the teacher's department at the Balkh University School of Medicine. Kakar has a background in legal and social affairs and he is knowledgeable in agriculture and entrepreneurship. He received several certificates during his service. He has traveled to Pakistan and the U.A.E., where he participated in a workshop on globalization. Kakar was indirectly elected to the Meshrano Jirga through the 2005 Provincial Council elections in Kunduz.

He is married and has ten children.

He speaks Dari, Pashto, Turkmeni and English.
