Tayeb_JawadSaid Tayeb Jawad was born 1958 in Kandahar, Afghanistan. He was educated at the Afghan French Lycée Istiklal, and at the School of Law and Political Sciences in Kabul University. At the beginning of the communist time in Afghanistan he fled with his grandfather to Qom, Iran. His grandfather was a friend of Khomenei. From there he went to Turkey and after one month to Germany. In Germany he was looking for more advanced studies at Westfaelische Wilhelms University in Muenster.

In 1986 he settled in the United States, where he earned his MBA from the Golden Gate University in San Francisco and worked for a number of prominent law firms. Jawad, is an American citizen, was a legal consultant at a San Francisco Embarcadero law firm up until March 2002, when he left for Kabul. He has lived in the Bay Area since 1989, having previously earned a law degree in 1979 at Kabul University, when he fled to Germany.

His wife Shamim Jawad was born in Kabul, Afghanistan, studied at the School of Social Studies in Kabul University. In 1980, after the Soviets’ invasion, she left Afghanistan and migrated to the United States. She married Said Tayeb Jawad, Ambassador of Afghanistan to the United States, in 1986 and they settled down in San Francisco, California. She began a career with TIAA-CREF, a Financial Services Organization. She later earned a Bachelors degree in Human Relations from the Golden Gate University and continued her career as a financial consultant for TIAA-CREF prior to her husband’s appointment to Washington, D.C. in November 2003. Jawad Tayeb's wife's Shamin Jawad's Ayenda Foundation builds schools in Afghanistan.

Jawad said he left government service on September 23, 2010. He had spent about 15 years in the U.S., working in the private sector before joining the government, and he said he intends to resume that work. He currently has an office at a local law firm and said he hopes to play a role in better directing some of the approximately $100 billion in U.S. money pouring into his country annually. (That's roughly seven times larger than Afghanistan's annual gross national product.)

Said Tayeb Jawad has been named the inaugural Fisher Family Fellow to the Future of Diplomacy Project at Harvard Kennedy School (20101105). The fellowship for the Future of Diplomacy Project—headed by Kennedy School professor R. Nicholas Burns with a launch date of Nov. 15—will bring practitioners involved with international policy to Harvard to increase international affairs teaching on campus. During his one month residency, Jawad will participate in public speaking events on the future of Afghanistan as well as the Future of Diplomacy Project’s programming, which examines innovation in negotiation and diplomacy.

The staff of the diplomatic mission in Moscow has not changed since the Taliban movement came to power in Afghanistan*. Ambassador Said Jawad, who was appointed by President Ashraf Ghani, retains his post. The flag of the Islamic Republic of Afghanistan has also remained unchanged. The press service noted that the embassy "appreciates working continuously with the Russian government and institutions and the Afghan expat community." "However, the Embassy is ready to close down and end operation anytime our services are not desired by the government of the Russian Federation," the diplomatic mission added.

Earlier, the special Representative of the President of the Russian Federation for Afghanistan, Director of the Second Department of Asia of the Ministry of Foreign Affairs Zamir Kabulov said that Russia does not exclude the possibility of Kabul to send a number of junior and middle-level diplomats to strengthen the personnel of the diplomatic mission of Afghanistan in Moscow.(20220210)

Russia’s special representative for Afghanistan Zamir Kabulov said that the Taliban do not want to replace the Afghan ambassador to Moscow but are willing to send diplomats to the embassy. Zamir Kabulov said that they confirm Afghan diplomats coming to Russia and that the rest is up to the Afghans as this is Afghanistan’s internal issue. This is the first time that the Taliban asks a country to accept their diplomats as no country has yet recognized the Islamic Emirate of Afghanistan. Earlier, Russian President Vladimir Putin had said that they do not deny the possibility that Afghanistan will send diplomats to further strengthen their diplomatic mission in the country.

Meanwhile, political analysts believe that Moscow will agree to the plea by the Taliban as the country is in dire conflict with the US over Ukraine. Islamic Emirate of Afghanistan has not told the media about the issue.(20220211)
