3.Biodata:
Mrs. Pohanwal Mahbooba Huqoqmal, daughter of Noor Mohammed, was born in Kabul province in 1944. In 1950, she was admitted to Zarghuna Ana School in Kandahar. Beginning in 1955, she continued her studies at Malalai High School in Kabul, where she skipped two grades upon examinations. She graduated in 1961 and enrolled in the Kabul University Faculty of Law and Political Sciences. She received her bachelor's in 1965 and joined the university as a teacher. In 1981, she was appointed head of the international relations department of the Faculty of Law and Political Sciences and continued her services in that capacity until the Taliban came to power. She served on the academic council of the Law Faculty, the academic council of the university, the university commission on academic promotions, the university commission on publications, the editorial board of the University’s social sciences magazine and she served as a member of the University’s academic research commission Huqoqmal served as the dean of the Faculty of Law and Director of the Women’s Association in 1993. With the arrival the Taliban in 1996, she went to Pakistan, where she taught at the Umahatu’al Mominin University in Peshawar. In 1998, she headed the Commission on Defending Women Rights in Peshawar. She was invited as a civil society representative to the Bonn Agreement. Huqoqmal was appointed as the first deputy to the chair of the commission of the Emergency Loya Jirga. Meanwhile, she served as the elected dean of the Faculty of Law and Political Science of Kabul University. She was also a commission member at Emergency and Constitutional loya jirgas. In 2004, she served as the Minister for Women's Affairs and director of Afghan Women Lawyers’ Association. During her 35 years of work, she received a medal of education in 1968 and 1978, a medal of honor, as well as first and second grade letters of appreciation in 1985 and 1986. In 2003, she received a human rights award from an American organization. Huqoqmal compiled and researched several books including, Political Approach of Third World Countries, Loya Jirgas and Its Role in the Constitution of Afghanistan and The Role of International Conferences. She has also written numerous of academic, research and social articles. Huqoqmal went to Pakistan as a refugee twice and has traveled to France, Germany, Poland, Switzerland, the United States, Iran, South Korea, India and the former U.S.S.R. She was appointed to the Meshrano Jirga by the President. She is married and has six children. She is not a member of any political party. Mahbooba Hoqooqmal is a member and the Chairperson of the Legislative Affairs, Justice and Judicary Committee 2010.

On 30 October 2020, she died from an illness that was triggered, according to colleagues, by a terrorist attack that killed one of her sons and his entire family.
