Mohammad Afzal Shamil s/o Ali Ahmad was born 1976 in Gozar Ezna village, Chaab District, Takhar Province. He was awarded a B.A. of engineering in the Netherlands. He is a member of Jamiat-i-Islami Party.

Afghan Senator Mohamad Afzal Shamil was wounded in a shooting incident in Kabul city in the early hours of Sunday May 5, 2019. His wife was killed in the incident. The shooting took place at around 3am local time in the vicinity of 4th police district of Kabul city. A spokesman for Kabul Police Commandment Ferdaws Faramrz said  that the 12 security guards of the Senator were present in his residence when the incident took place.
