Abdul Khaliq Raees Abdul Khaliq Rais hails from Mazar-i-Sharif. He is the Son of Abdul Razaq, Rais Abdul Khaliq was born in the Sholgar district of northern Balkh province in 1965. Earlier, he served as commander of Jamiat-i-islami party during Jihad against soviet troops and member of provincial council in Balkh province. He was also a member of the previous provincial council of Balkh.

He bagged 10,465 votes in Wolesi Jirga 2018 election and got a seat in WJ 2018.

There is a popular school in Mazar-e-Sharif whisch goes by the name Rais Abdul Khaliq.
