3. Biodata:
Khalilullah Safi hails from Kama district of Nangarhar where he was born 1978. He has degrees in agriculture from Kabul University and International Relations from Peshawar University. Safi grew up in an affluent land-owning family in eastern Afghanistan, where his father was an elder in their tribe. He was a small child when the Soviet-backed communist government stormed into power, in 1979, and his family was displaced across the border to Pakistan. There, he enrolled at Dawat al-Jihad, a fundamentalist university where his classmates were future Taliban revolutionaries. Later, he began working with some of them in his capacity as a mediator, which twice landed him in prison, as he was ensnarled by Afghanistan’s legal ban on “illegitimate” contact with the Taliban. In 2011, he was fully acquitted, and hired to serve as the U.N.’s Taliban whisperer.

APSO is a NGO. Khalilullah Safi is a founding member of the Afghanistan Peace Studies Organization. APSO said it is working on its own to organize a meeting in the Gulf later this month (November 2017) between the Taliban and influential members of the Afghan Society.

 

Khalilullah Safi is head of the Afghanistan branch of Pugwash, an international organisation promoting peace worldwide.
 

Negotiations with the Taleban were important, he said, because contrary to popular opinion the Taleban did not answer to outside forces such as Pakistan, where the leadership is based. Safi added that Pugwash had organised several conferences involving countries such as the UAE, Qatar, Japan, France, and Germany as well as Afghan politicians and Taleban representatives.(20160928)

Background:

PUGWASH should appoint trusted and impartial persons for such vital issues; those who work for other countries, or take care of their personal virulence or receive projects, by the name of peace, from UNAMA and the international community, undoubtedly, harm the peace process instead of amending it.

Once, Khalilullah Safi made a trick and had told the representatives of the USA that the Taliban want to meet you and he had told the same thing to the Taliban; after the meeting convened, the Americans had told the Taliban to start the conversation, because they had requested for the meeting and the Taliban said that you should start the conversation, because you had requested for the meeting, eventually, it became clear that it was all Safi’s incorrect role.

There are unconfirmed reports that Khalilullah Safi even had a secret meeting with Russians in Dubai in 2015 and had introduced himself as the representative or courier of the Taliban.

There are some reports that Safi had promised a lot of people that he would get projects from UNAMA for them and he had received advanced money from them, also. The reason is that once he had worked as an advisor to UNAMA, or maybe, he was one if its contractors.

Jameel Travel Agency said that years ago, Khalilullah Safi had taken one hundred thousand dollars from a Hodkhail businessman for that he would extract him a millions dollar project from UNAMA to him; however, he still keeps the money and hides from that businessman.(20160123)
