Background:

The first coordinating session of the government institutions on “TashwIQ” program was held. The program launched by DEPCS of Administrative Office of the President aims to develop the capacity of government institutions through recruitment of professional youth.

2017, 100 thousands job applications will be taken into consideration via “Tashwiq” program in coordination with Independent Administrative Reform and Civil Service Commission that will eventually provide employment opportunities in government institutions for 10 thousands qualified youth.

The session was held by DEPCS and Independent Budgetary Authorities of Administrative Office of the President and seated by HR directors of ministries and independent budgetary offices. In this meeting, acceleration of the process of recruiting of youth in the government offices as well as identifying requirements of the ministries and independent offices of the government were brought under discussion.

Also based on the request of private sector, DEPCS of Administrative Office of the President intends to cooperate with the private sector in recruitment of professional youth via “Tashwiq” program.

“Tashwiq” program was launched according to President Ghani’s instruction whereby, taking meritocracy into account, educated and talented Afghan youth in all over the world will be enabled to provide services to their country through the government.

At the beginning, the physical campaign of the program is launched in six provinces and it will expand to all provinces in the future.(20161217)



Sadiq Mudabir, former head of the Administrative Office of the Presidential Palace, has said that the Tashwiq Employment Program, run by the office, is illegal and is in contradiction of the administrative reforms commission regulations as well as the CBR program. He said the program takes away the authorities of ministers and heads of independent organizations.
 
The program was launched by the Administrative Office of the President five months ago (2016 Nov) and aims at developing the capacity of government institutions through the recruitment of professional youth.
 
Meanwhile, deputy head of the President’s Administrative Office, Daud Nawrozi, accepted that the Tashwiq office is a parallel institution but said that he works for President Ashraf Ghani and if any office refuses their suggestions, they will ask the president to put pressure on them.
 
“We have other offices as well but there is only one special office which is the Tashwiq office which conducts a special program for the president, and the administrative office has the authority to do this,” Nawrozi said.
 
“We send top CVs to government institutions and then we follow it up within three months to see whether it is done or not. And then we take the information to President Ashraf Ghani and Chief Executive Abdullah Abdullah,” he added.
 
According to him, they have appointed 200 people through Tashwiq to date and they are working on a further 200 applications.
 
Nawrozi named the head of an institution in the Ministry of Foreign Affairs who was appointed through the program.(20170318)
