Office of Administrative Affairs (OAA, Edara-ye Umur, in Dari)
One of President Ashraf Ghani Ahmadzai’s first actions has been the dissolving of the Presidential Office (riasat-e daftar-e maqam-e riasat-e jumhuri-ye islami-ye afghanistan) into the Office of Administrative Affairs (OAA; Edara-ye Umur, in Dari). He replaced Abdul Karim Khorram (as the president’s chief of staff) and Sadeq Modaber (as the head of OAA). Ghani called this office “a strategy and policymaker as well as a monitoring, decision-making and responsible institution.” This way Ghani gets rid of a double structure on the presidential side, creating a single unit that serves both the president and the new Chief Executive Officer (CEO). The new body will, however, still need separate structures to serve the president and the CEO in their differing roles vis-à-vis the Cabinet. According to Ghani’s decree it is the task of the new head of the OAA to prepare the new structure.
 

At least three deputy directors and around 20 heads of different sections of the Administrative Affairs Office of the Presidential Palace have been replaced. Those removed and replaced include deputy finance director Farid Hikmat, deputy director policy-making Syed Wali Sultan, deputy director recruitment Mohammad Daud, chief of staff Syed Ihsanullah Tahirawi and few others.(20141012)

Background:
The Office of Administrative Affairs and Council of Ministers’ Secretariat was established in the rein of Mohammad Zaher Shah and with ever important role in the center-of-government since then, the Office of Administrative Affairs and Council of Ministers Secretariat (hereinafter referred to as OAA-COMS), is a hub for the government institutions, mainly acting as policy coordinator between the three pillars of the Islamic Republic of Afghanistan (IRoA). It provides secretarial support to the council of ministers and its sub-committees; also provides technical, logistical and administrative support to the offices of the vice presidents, the senior advisors, and minister advisors of the president. In the meantime, the OAA-COMS serves as the main channel of official correspondence between the government agencies, the president and the vice presidents. It provides professional analysis of all proposals to be presented to the president, the council of ministers, and its sub-committees.

The OAA-COMS not only processes, on a regular basis, all papers of different Ministries meant for the President’s information/ consideration/ orders/decrees, but follows up with monitoring and evaluation of implementation which is very crucial to governance. Likewise, the OAA-COMS is entrusted with handling of matters of extreme public importance and urgency requiring inter-Ministerial/ organizational coordinated action. The OAA-COMS also undertakes implementation of projects, which are of political significance at local, national and international levels (i.e. the Afghan-Pak Joint Peace Jirga etc).

With such a broad scope of work, OAA-COMS is headed by a director general and assisted by three deputies (Programs and coordination, Policy, and Administrative). Nineteen sectoring and administrative directorates work under the three deputies, each with a clear statement of work and terms of reference. All directorates are headed by professional managers assisted by a deputy director and a number of experts and officers responsible for managing all affairs of their specific areas and governance sectors. The 19 directorates have gone through the reform process as the result of a joint effort by the Independent Administrative Reform and Civil Service Commission (IARCSC) and the OAA-COMS.

The foundation for the establishment of the OA-COS is the constitution of Afghanistan, Art. 64 and 75.
The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programs by providing them with skilled international technical experts and capacity development advisors.
