Deputy Governor of Kapisa and Director of the Darul Insha in the same province (1980 - 1992), Administrative head of the Construction Ministry and Urban Development Ministry and Director of the Amr Bil Maroof Wa Nahi Anil Munkar (Vice and Virtue Department) (1992- 1996),

Baligh_EnayatullahEnayatullah Baligh Baleegh Balegh is the son of Ziaul Haq. He was born in 1955 in central Kapisa province. He received high education from an Arabic seminary in Kabul and later graduated from the Sharia Faculty of Kabul University. Enayatullah Balegh, in his authority as an National Ulema Council member and professor of sharia law at Kabul University, organized one protest of more than 500 people 20100906.

He said the council does not support the insurgency. However, he said the group agrees with some of the Taliban's values and believes that the government should "use religion to be tolerant, to be peaceful and to listen to some of the legitimate [Taliban] claims that are in line with Islamic religious principles." Furthermore, Balegh said, the council is increasingly frustrated by NATO's tactics in the nearly nine-year-old war. "The violations by international forces, like ransacking houses, putting pressure on the government, promoting and demoting people in the government - that is against the principles of the Ulema Council," he said. "The national sovereignty of Afghanistan is seriously under question." (201009129)

Enayatullah Baleegh, who is the Imam of Kabul’s main mosque, Pul-e-Kheshti, told a congregation on 20130315  that if the US forces hesitate abiding by President Karzai’s demand to withdraw from Maidan Wardak provinces, it will mean that they [the Americans] are our masters and we are their slaves. Outraged with growing civil rights movements and demonstrations, the Afghan religious cleric Mullah Enayatullah Baligh has threatened to turn Kabul city upside down if the government did not intervene to stop such movements. Baligh who is also an adviser to President Ghani and university lecturer. He warned to turn Kabul city upside down if the government did not take any action to stop such movements. “I have 7,000 supporters who will obey any orders I give them. I can turn Kabul city upside down,” Baligh said, adding that the government has failed to enforce laws that would require it to punish those who offended Islam.(20150509)

Any married Muslim woman committing adultery has to be stoned, said Maulavi Inayatullah Baleegh during his sermon at Pul-e Khishti mosque in Kabul adding this will protect and safeguard the honor of women in society.(20151108)
