Services & Capabilities

A management team under the general contractor services works from the start to finish on each project. The Proposal and cost estimation team works with the design team and technical consultants for project cost estimations and budgeting based on market prices and coordinates with the client to approve proposed budgets and on Project schedule and submittal approvals. The company assigns full time on-site Construction Manager, Quality Control Manager, Safety Manager, project superintendent, project engineer, and other staff as needed.

Design – Build Construction

‘Design — Build' is a term that is successfully meted to the field of construction for commercial projects. As the term suggest this approach brings the design and the construction side of engineering together under one management organization.

Vertical and Horizontal Construction

Zurmat Group undertakes civil construction on projects such as construction of bridges, dams and highways to develop the infrastructure of Afghanistan. Zurmat specialists have taken responsibility for miles of roadways and major bridges in Afghanistan from Tarin Kot to Gardez, the Gardez Bridge, Uruzgon Road, Lagar Emergency Airport facility, and more.
 

Zurmat Material Testing Laboratory (ZMTL)
Tow and a half year of services in geotechnical engineering, soil testing, aggregate testing, concrete testing, cement testing, asphalt testing, and steel testing… etc.
ZMTL has got a standard equipped testing houses run by qualified technicians. Provide a much needed on and off site sampling, testing facility and where required consultancy in all aspect of civil engineering quality assurance and quality control systems for Government of Afghanistan, Donor agencies and contractors as well as local companies.

Zurmat Foundation
Zurmat Foundation is a non-profit charity organization based in Afghanistan, under the Zurmat Group of Companies, established in 2002. Yousaf Zalan, Founder of Zurmat Foundation set up the charity as a part of Zurmat Group the foundation which functions as the charitable arm of the Group seeking to help as many people who are living in poverty as is possible.

1.      to ensure financial growth through employment opportunities within the group and via other charitable entities.

2.     In the past, the Foundation has provided housing and health care facilities to improve the base economic and hygienic conditions for the people.

In the years to come, Zurmat Foundation will strive to attain its goals by providing opportunities for quality education, more employment option, and sustainable development.

Background:
The case centers on the Zurmat Material Testing Laboratory, part of the Zurmat Group, an Afghan company that the investigators say was paid to do work at an American-controlled facility in November 2012, despite having been blacklisted two months before by one part of the military for providing bomb-making materials to insurgents. The United States Central Command, which oversees the war in Afghanistan, requested in 2012 that Zurmat and its subsidiaries, along with more than 40 other companies and individuals believed to have ties to insurgents, be “debarred” by the Army. This would formally ban them from doing work for any part of the United States government.
Zurmat was first blacklisted in April 2012 by the Commerce Department because of accusations that it had helped the feared Haqqani insurgent faction in Afghanistan obtain bomb-making materials. Then, in September of that year, the military’s Central Command banned Zurmat from working on contracts within its area of operations, which stretches from the Middle East to Pakistan.

But that order did not automatically result in warnings to other companies that might have been subcontracting work to Zurmat or one of its subsidiaries. Such warnings would only be issued if the company were formally debarred by the Defense Department, according to the special inspector general’s letter to Mr. Hagel.

As a result, employees at the Zurmat testing laboratory gained access in November 2012 to what was at the time the main American-run prison in Afghanistan, the letter said. Zurmat had been hired to perform safety tests on the construction work done by another contractor, CLC Construction, which was building a courthouse at the prison and had not been informed of the Central Command decision to bar the Afghan firm.

The U.S.  inspector general SIGAR said it had uncovered the work done by Zurmat as part of a separate investigation into shoddy construction work at the detention facility, which is adjacent to Bagram Air Base, one of the largest coalition bases in Afghanistan.But the Pentagon officials who rule on suspension and debarment cases have so far refused to issue the bans. In the documents, the officials argue that because the evidence against Zurmat and the other companies and individuals consists largely of classified intelligence, which cannot be shown to the accused contractors, debarment would violate their right to due process.
