MOHAMMAD HANEEF ATMAR, MANAGING DIRECTOR
HCG is founded and led by Mohammad Haneef Atmar. In addition to an early career as a successful development worker, during an eight-year period, he successively headed three major Afghan ministries. He is credited with having set rural development, education, interior affairs and policing in Afghanistan on a sure road to reform and recovery. Mr Atmar has turned his attention to achieving both quick impact results and long term developmental and institutional change through implementing a number of widely valued programmes with national significance.
Throughout his career, Kakar has actively participated in the process of reconstruction, development and peace building in Afghanistan.
As a development consultant he has evaluated programs of UN agencies and local and international NGOs. He has also presented lectures on issues of development, peace and human rights. He has worked on several research projects especially on issues of peace and development.
 

For the last 24 years, he has worked in key government positions and in national and international NGOs. Kakar obtained his MA in development studies from Kimmage Manor, Holy Ghost College, Dublin, Ireland.

He is the founding and board member of several Afghan civil society organizations and global network for peace and justice.

 has extensive experience in research and in ministerial policy development and support. 

He has worked in three ministries within the executive branch of Afghanistan’s national government.  In late 2002, he joined the Ministry of Rural Rehabilitation and Development (MRRD) as assistant to Minister. In mid-2005, he served as a key member of the team put together by Minister Atmar. In October 2008, Wayand moved to the Ministry of Interior in the role of Senior Civilian Advisor where he coordinated and liaised externally on a range of important issues of mutual interest to Afghanistan, international donors, embassies, and bilateral partners. In November 2010, Habib Rahmanjoined the Hambastagi Consulting Group as senior researcher and analyst; the Hambastagi Consulting Group provides consulting and analytical services to the international community and donors on issues of national and international interest.
Rahman is recognized both for his highly developed analytical and research skills in the areas of rural development, education, security and governance, and for his interpersonal skills in bringing varying views to a consensus around important and complex policy issues.  Habib Rahman has a Master’s degree from the Post-War and Reconstruction Department of the University of York-UK, specializing in rural development, local governance, and community development. Rahman was in 2011 selected as Yale World Fellow at the Yale University, United States.



Background:
The Hambastagi Consulting Group (HCG) is an Afghan consultancy firm established in 2010 by a group of experienced professionals with many years of expertise in working with the international public administration (donors, UN agencies and non-governmental organizations), the Afghan government, civil society and the private sector. HCG is a limited liability company (LLC) registered with the Afghanistan Investment Support Agency (AISA) and incorporated in the city of Kabul. HCG has its main office in Wazir Akbar Khan district of Kabul.


HCG is committed to playing an active role in the process of building a secure, democratic and prosperous Afghanistan, by strengthening institutions and programs in both the public and private sectors, drawing on its deep knowledge and far-reaching experience with public service. To achieve this goal, HCG draws on two types of organizational assets. First is the core group of experts who provide consultancy and technical assistance to clients and are able to lead partnership programs with the government, donors, civil and military actors within the international community, private sector and civil society organizations. Secondly, HCG has established a strategic partnership with a range of like-minded organizations of the private and non-profit sectors, to leverage our combined synergies towards a common goal – rebuilding Afghanistan’s future.

It is also the goal to help the partner organizations and the wider community of Afghan private sector to grow as socially accountable, professionally efficient and effective service providers, meeting the standards of quality and accountability in accordance with the globally-accepted norms and practices.
