    Qasim YarMohammad Ismail Qasimyar was a pro-interim government candidate was chosen as head of the Loya Jirga in 2002. Qasimyar, a professor of law, Loyer and Constitutionla expert. He headed the Special Independent Commission for Convening Afghanistan's Emergency Loya Jirga. He is said to be a staunch Hamid Karzai follower. Consequently later he was selected as Foreign Relations Adviser to the High Peace Council. Qasimyar in his capacity as a constitutional expert served under the Communist, Mujahedin and Taliban regimes as an adviser.

  • Qasimyar is an ethnic Qizilbash, he lived and worked in Tehran before the Taliban fell. He speaks several languages fluently, including English, and enjoyed the sponsorship of Lakhdar Brahimi, Afghanistan's special ambassador to the UN who nominated him to his post as Head of the Loya Jirga. In this function he was not very successful.

    Qasimyar, adviser on international affairs at the High Peace Council (HPC) said, that presidential advisers Humayoun Jarir and Abbas Basir had met representatives of the Taliban in Istanbul on 13. and 14. Jan 2018 for informal talks.




He has a son Dr Kamal Qasimyar.
