Haji Mohammad Nabi Khalili is the brother of former Second Vice President  Mohammad Karim Khalili. Nabi Khalili is the owner of Ghulghula Construction Company Qalin Market, Pul Sukhta, Ghulay Dawakhana. He is a AICC member. Ghulghula group, owned by Karim Khalili‟s family, has constructed Omid e Sabz Township in Kabul and Pul e Khumri also has a few more construction projects; it also owns one of the factories producing PVC windows.
 

The head of Complaints Commission of the Meshrano Jirga, Zalmai Zabuli, accused Mohammad Nabi Khalili, a brother of the Second Vice-President, of grabbing over 2,000 Government-owned lands in Baghlan province. But Khalili denied the allegation maintaining that he had bought the land and that he held official ownership documents.(20121008)

Land in Pul-i-Khumri, the provincial capital, had been grabbed by Muhammad Nabi, a brother of former vice-president Karim Khalili. The property had been leased out eight years ago for 20 years through fake documents. Nabi had distributed the plots to his friends and supporters. The property was reclaimed in compliance with orders from the Court of Appeals.(20141023)
