Humayoon Shinwari is a former Afghan diplomat and director foreign relations of the Afghan National Liberation Front of Afghanistan, Humayoon Shinwari, (ANLF chief Prof. Sibghatullah Mujaddadi).

Based on the Presidential Decree No 21 dated May 8, 2011, a committee, chaired by National Spiritual Leader His Excellency. Professor Sebghatullah Mojadadi, responsible for preparing, organizing, accomplishing and pursuing Jirga affairs, was established.
