Background:
HIA head of political affairs Dr. Ghairat Baheer, former Taliban Planning Minister Qari Din Mohammad, ex-Taliban ambassador to Pakistan Mullah Abdul Salam Zayeef and representative of peace council, Mohammad Masoon Stanekzai, security advisor to Afghan President Hamid Karzai, participated in a one day meeting in Kyoto, Japan at the Doshisha University of Kyoto, Siddiq Mansoor Ansari, the Chairman of Federation of Afghanistan’s Civil Society (FACS), said.(20120627).

Zaeef does not represent the Taliban nor does Baheer represent HIA. And it is also questionable that Qari Din Mohammad represents the Taliban.(20120627)

Former Taliban Planning Minister, Din Mohammad, refused to engage in any kind of peace talks due to the presence of foreign troops in Afghanistan, and said negotiations would only take place when coalition forces leave the country. During an interview with NHK television channel of Japan, Din Mohammad said they were ready to negotiate with the United States if it accepts their demands. Without giving details, he added ignoring their demands hampered peace talks and he identified one of their demands were the release of their prisoners. Dr. Ghairat Baheer said Stanikzai did not present any written draft at the meeting but spoke on peace and described it as a pressing need, adding Taliban's representative never discussed with Stanikzai on the peace process nor met him.
