Maj Gen Zamaray Paikan Zemari Paykan Zamarai Paikan was born in Afghanistan.  Protestors on Apr 12, 2017 blocked the Kabul-North highway during a demonstration to demand arrest and punishment of a former Public Order Police commander, Zamarai Paikan, accused of murder of Yardil Nizami and his four relatives. Paikan remained at large despite President Ashraf Ghani ordered his arrest 2016. The Ministry of Interior (MoI) could not arrest him.

Paikan has been sentenced to imprisonment of eight years and a half. Paikan was suspended over a year ago in 2016 over allegations of his complicity in the act of murder of son of a former police officer in Kabul. Suhrab was killed while his two guards were wounded by men in ANCOP uniform in Sherpur area of the city in August 2016. The court issued its verdict in the absence of Paikan. The former police official was given the penalty for his misuse of authority. He still has right to appeal the decision. Nine members of ANCOP involved in the case were sentenced to imprisonments of one to seven years.(20171203)
 

The appellate court of Anti-Corruption Justice Center (ACJC) in December 2017 awarded eight years and six months jail sentence to Public Order Police Commander Gen Zamarai Paykan over complicity in murder and misuse of authority. Eight others involved in the case were awarded from one and a half years to eight years of imprisonment. Ten months have passed since the appellate court verdict, but the Attorney General Office (AGO) says it did not process the case and Zamarai Paykan is not detained yet. However, Paykan was instead granted 20 bodyguards for his protection. About the ACJC initial court verdict, he said: “I will go to the court when biased judges go away and the judiciary system is cleansed of politics.”(20180906)


Paikan had been sentenced by the country’s anti-corruption court to over eight years in prison in late 2017, but he has not been arrested yet. President Ashraf Ghani Ahmadzai said that failure to arrest Paikan had brought Afghanistan’s reputation and the government’s political will into question. He ordered the acting interior minister to immediately arrest Zmaray Paikan, a former commander Civil Order Police.(20191215)

Zemarai Paikan, a former commander of the Afghan National Civil Order Police who was sentenced to prison for corruption, has been arrested by security forces early Sunday Aug 23, 2020 morning in Kabul.(20200823)
 

Former Afghan National Civil Order Police commander Maj. Gen. Zmarai Paikan was sentenced to three years in prison on Tuesday, Sept 29, 2020 by the appellate court of the Anti-Corruption Justice Center, accused of misuse of authority, according to a statement by the Attorney General’s Office. According to the accusations against Paikan, he had appointed his son “illegally” and provided him military personnel and equipment. In a trial in his absence in December 2017, Paikan was sentenced to eight years in prison by a primary court, according to the statement.

He was arrested by security forces in August 2020.(20200930)
