Munib studied Islamic Studies and also took courses at the Afghan Foreign Ministry.  Munib hails, from the small Ali Khel tribe of Paktia Province. He was a senior official in the Ministry of Tribal & Border Affairs during the Taliban era, and he was or is still  on the UN 1267 Sanctions List of Persons Associated with the Taliban, although he has reconciled with the Government of Afghanistan. Russia was the only country that opposes the removal of Maulavi Abdul Hakim Munib from the UN Security Council list (20071003).

Munib urged the Taliban to join the peace process and take part in the country's developmentand prosperity. "The ulema,” the community of Muslim scholars, “should not allow anyone to create anarchy because it is their responsibility to work for the moral strength necessary to build a sound society," he said.(20110629)
