3. Biodata:
mirzakwal_abdul_satarAbdul Sattar Mirzakwal son of Abdul Salaam was born in Mirzaka district of Paktia province in 1960. He has received his elementary education in Khalilano Elementary School and attended high school of Abdul Hai Gardizi with excellent grades.  Mirzakwal has done his B.A at Kabul Military University.

He was the Director of Mangals tribal Shura and director of  Secretariat  of South-east zone’s Shuras’ Loya Jarga (Upper Jerga).


He was fired as a Deputy Governor of Helmand Province. In accordance with the provision of phrase 13 of article 64 of Constitution, President Karzai approved dismissal of Abdul Sattar Mirzakawal. Karzai said Mirzakwal didn't  observe provisions of Islam religion and respect to accepted traditions and preservation of cultural heritage of the Afghan society. The leading bodies of government in the center and provinces especially governors, army corps commanders and provincial police commanders who having the responsibility for ensuring security shouldn’t avoid acceptance and implementation of any type of consultations of domestic and foreign individuals that will damage our national culture. In short: Mirzakwal sided with the US and NATO in Helmand Province, what Karzai didn't like to see.

The deputy governor of Helmand province has been sacked for organising a concert that featured female performers without headscarves.The concert featured two female singers - Farzana Naz and naz_farzanaRita Wagma - who appeared on stage without headscarves. Afghanistan's President Hamid Karzai took the action against Abdul Satar Mirzakwal after tribal elders complained that it was inappropriate.The concert attracted about 12,000 people and was hailed as a success by local authorities. The Independent Directorate for Local Governance (IDLG), which recommends the appointment and dismissal of governors and deputy governors, says it was not consulted by President Karzai before he fired Mirzakwal.

Abdul Sattar Mirzakwal escaped unhurt in an armed attack that wounded two of his bodyguards after his convoy was attacked by militants in Sarkhkano area of Laghman province on the Kabul-Jalalabad Highway. (20200702)
