3. Biodata:
Zabuli_ZalmiDr. Zalmay Zabuli, son of Haji Abdul Rasheed Khan, was born in 1965 in Sharwali village, Qalat District, Zabul Province. He completed his higher education in the medical school of Kabul University with a specialty in general surgery. He has a Master Degree in Medical Science.

Dr. Zalmay worked as a hospital chief in Balochistan when he lived in Pakistan in self imposed exile. He has written several books on a variety of subject including English grammar, medical terminology and general surgery. In 1999, he traveled to Dubai to participate in a medical conference. In 2003 and 2004, Zabuli  visited hospitals in New Delhi, India and in 2005 he participated in a conference on globalization in Dubai. He speaks Dari, Pashto and English. Dr. Zalmay is not affiliated to any political party. He was indirectly elected to the Meshrano Jirga in the Provincial Council election of 2005.
 

He is the Chairman of the Complaints and Petitions Commission.
 

Zalmai Zabuli is a critic of Hamid Karzais and the Foreign Office Iran policy, he accused the government of being reckless against Iran. He said Afghan government is functioning under the influence of Iranian government. (20110117).

A public upraising would take place if NATO-led forces do not stop killing civilians in their operations, the Zabuli in his authority as the Senate Complaints Commission chief told a press conference in Kabul (20110308). He was again elected Chairman of the Complaints and Petitions Commission. (20120127)
 

Speaking in a press conference in Kabul, Zabuli emphasized that it was the courts that have accused second Vicepresident Khalili's brother, Haji Nabi, of land grabbing in the Balwan area of Baghlan province.(20130108)
 

Zalmai Zabuli, a quite well-known Afghan politician and a former member of Afghanistan’s senate house has reportedly died of disease at age 57. According to the local sources, Zalmai Zabuli has died as a result of kidneys and liver disease in Kabul on Saturday evening, Oct 8, 2022.
