shaheer_rafiqMohammad Rafiq Shahir is an analyst living in Herat City. He was the editor of Takhassos, an influential newsletter published by Herat's Professional Shura, an association of intellectuals, lawyers, doctors, and other professionals that has been outspoken about the need for reforms in Afghanistan. Rafiq was a member of the Constitutional Loya Jirga in 2002 and is a member of the Islamic Council of Herat (ICH) which is Sunni orientated. The Islamic Council of Herat is a political body in Herat Province, Afghanistan, which consists of scholars, religious figures, independent civic foundations and non-government bodies. It is a loose conglomeration created to voice concerns, particularly security issues, which they feel the provincial government is not adequately addressing. In late May 2002, intelligence agents in Herat abducted Shahir and detained him for two days, tying him up and beating him, according to Human Rights Watch. He was also taken to a nearby graveyard and threatened at gunpoint. Police reportedly beat Shahir so severely that cuts and bruises were still visible during the Emergency Loya Jirga in June 2002.

He was delisted from Wolesi Jirga Election 2010 after a Independent Election Commission Decision 20110821. However he will be replaced by Nesar Ahmad Ghuriany Nisar Ahmad Ghoriany .
