Fazlurrahman Fazlur Rehman Samkanai was born 1946 in Paktia Province. Samkani was a Hezb-i-Islami leader He is a tribal elder. He worked for the Pashtani Bank. Samkani was a member of the Emergency Loya Jirga. He was a member of the complaints commission of the Wolesi Jirga 2005. Fazel Rahman Samkanai has reportedly died from the gunshot wound to his stomach, according to the Health Minister Mohammad Amin Fatimie (20080427).
