3. Biodata:
Abdul Salam was born in a farmer and literate family in Qalai naw village of Zinda Jan district of Herat province in 1335 (1956). He completed his primary and secondary educations at Foshang high school of Zinda Jan District and got his bachelor degree in 1357 (1978) from department of planning and national economic development of economic faculty in Kabul university. In hoot 1357 he started his work in related office of ministry of planning till 1381 (2002) he worked in different parts of this ministry as director of design and coordination of national planning, executive secretariat of ministerial council in planning affairs, the head of planning ministers’ office and chief of social affairs in mentioned ministry. Abdul Salam was appointed as deputy minister during transitional Islamic government of Afghanistan. In 1382-1383 he served  in UN HABITAT and Independent Commission of Human Rights and in 1384) he was assigned as director of regional administration reform implementation in western zone till now.

Abdul Salam has participated in numerous learning programs, workshops, Seminars held in India, Pakistan, Iran, Egypt, Russia, Burma, Thailand, and South Korea. He has experience in designing, coordinating of planning development, Analyzing, monitoring, project implementation management , human resources management and he had key role in designing of practical urgent reconstruction of Afghanistan in 1993. He was never a member of political party.

Abdul Salam is fluent in national languages (Pashto and Dari) and he is familiar with English.
