saeed_qariburQaribur Rahman Saeed, Qarib-ur-Rehman Sayed, son of Gull Rahman, was born 23 June 1952 in Nangahar Province. Education: Nangarhar high School. (1970), BSc, Faculty of Science, Kabul University. (1975), Journalism courses for MA degree at Peshawar university (1990-1992), Intensive English language courses In Kings way - Princeton college in UK (1984) and English language course under the auspice of Nebraska University (1991), Trinn tree certificate in Norwegian language from, (Norsk for Utlandske studenter), Oslo University (12 June 2002), BSc in social economy from Oslo University 2008. Now studying social economy with the University of Oslo for Master degree.

Saeed is a former HIG spokesman. He is a Journalist now and writes for Asia Times (20100121). Saeed says, he is an Afghan politician and former Afghan diplomat. Qaribur Rahman Saeed is in the peace and reconciliation council of HIG (Hezb-E- Islami Afghanistan, Gulbuddin) in Europe, Ex-spokesman For Afghan Prime Minister, Ex-Acting Minister for Ministry of Culture, Ex-Chief of Afghan News Agency (for electronic and print media), a fundamentalist-financed guerrilla news agency.

Qaribur Rahman Saeed also confirmed that negotiations between Hizb-e-Islami and the U.S. are going on and expressed hope that these would yield positive results (20090407). Saeed was a member of the HIG delegation that met senior government officials in for Kabul July 2010 back. The team held a series of meetings with political leaders on how lasting peace could be brought to the war-ravaged country.

The HIG chief opposed peace parleys with the government of President Hamid Karzai, who announced the establishment of a High Council for Peace this week (20100907). The so-called peace initiative was a government move to deceive the people, Eng. Gulbadin Hekmatyar said in a statement, emailed to Pajhwok Afghan News by Qareebur Rahman Saeed, a member of the party. (20100908). Saeed lives in Norway.

20110420 a media report quoted an unnamed member of the council as saying that the HIG chief would renounce the insurgency and jump on the reconciliation bandwagon. But a leader of the party, Qareebur Rahman Saeed, refuted the report as false. The HIG had always offered workable suggestions for peace in the country and the region at large, he insisted.

Qarib-ul-Rahman Sayed is Hezb the point man in Europe, head of the party cultural committee, spokesperson of the committee and a founder leader of the movement.(20120427)

Hekmatyar-led Hezb-e-Islami would soon announce a decision on supporting a particular candidate in the April 2014 Presidential election, said the group’s former spokesman and its political and peace Jirga head in Europe, Qarib-u-Rahman Saeed. (20140114) Though the Hekmatyar’s group has not yet announced its support for a particular candidate, analysts believe that the group is likely to support Qutbuddin Helal.
 

Qarib-ur-Rehman Syed, former spokesman and executive member of Hezb-e-Islami has said that Hezb-e-Islami will also open its liaison office in Kabul if the group’s conditions have been met. Complete withdrawal of foreign forces from Afghanistan is one of the main condition of Hezb-e-Islami party for talks, and the exact date of foreign troops pullout should be specified. He also added that the people of Afghanistan should have necessary freedom in the next government and it is one of the other conditions of Hezb-e-Islami. (20140816)

He is the author of some books in Pashtu. He wrote numerous articles in Pashtu and English which were printed in the international media.

The leader of Hezb-e-Islami Gulbuddin Hekmatyar may arrive in capital Kabul on coming Thursday May 4, 2017, Qarib-ur-Rehman Sayed told reporters on Tuesday 2, 2017, that full preparations have made for the return of Hekmatyar to Kabul.
