sabir_muhammad_yousafMohammad Yousaf Sabir Muhammad Yousuf Saber is the son of Habib Jan and was born 1976 in Ghani Khel District of Jalalabad, Nangahar Province. He is a Koochi (Nomad). Sabir graduated from fourteenth class at Altaqwa High School in Peshawar, Pakistan. He spent two years at Dawat-ul jihad University and then a further two years studying Management Administration, Computer Sciences and English in Pakistan. He studied up to the second year of medical college but had to discontinue his studies due to economic problems. He has a diploma in business studies. His grandfather was the leader of the Ahmadzai Kuchis.
 

Sabir is a leader of the Kuchi people in Laghman. He was an electoral officer for the Kuchi people in the Emergency Loya Jirga in 2002 and in the Constitutional Loya Jirga in 2003. In 2005, he served as liason officer for Kuchi women and Hindus with the Independent Election Commission. Sabir then joined the United States Agency for International Development as a contractor, working as a governance advisor to the Laghman provincial governor in 2007-2008. He later worked with the Independent Directorate of Local Governance (IDLG) as a specialist during the 2009 provincial council elections.
