3. Biodata:
Al-Haj Khwaja Mahmood Rashid, son of Al-Haj Mawlawi Khwaja Mohammed was born in 1969 in the village of Sejid Dara in Parwan province. He completed his basic education in his village. In 1981 he went to Pakistan. During his stay in Pakistan, he continued his education and received his high school diploma in 1984 from the Imam Abu Hanifa Madrasa. In September 1984, he joined the Faculty of Islamic Law of Dawat ul-Jihad University. In 1988, he received his bachelor's degree and joined the Science and Technology University of Refugees in Pakistan. Within one year, he received his post-BA diploma from that university. In late 1989, he joined the Dawat ul-Jihad University for a master's program in Islamic science. He received his master's in jurisprudence in 1994. Between 1991 and 1992, while he was still a student, he taught at Sayed Jamaludin High School. He returned to Afghanistan after the mujahideen victory in 1992. Rashid was appointed to the General Department of Islamic Promotion in 1995. After armed conflict began between the mujahideen forces, he fled the country again. After 2001, he returned with the goal of teaching Islam. In 2002, he was appointed as an instructor in Faculty of Islamic Law at Albiruni University where he works now.

Rashid was indirectly elected to the Meshrano Jirga through 2005 Provincial Council elections in Parwan.

He speaks Dari, Pashto and Arabic fluently and he knows English.

He is married and has four children.
