3. Biodata:
Kabir_RanjbarDr. Abdul Kabir Ranjbar was born in Kabul 1943. He is a parliamentarian for the leftist Democratic Party of Afghanistan, being elected from the province of Kabul in 2005, and is regarded as an expert in Afghan affairs. Ranjbar, a Parchami was president of the Afghan Academy of Sciences and a member of the Central Committee of the ruling People’s Democratic Party of Afghanistan (PDPA) in the late 1980s. Dr. Ranjbar was the head of the Parliament’s Central Auditing and Monitoring of the Law Commission, and since 2002 has been President of the Afghan Lawyers Union. He worked for a time as an advisor to former President Najibullah before his demise in 1992.

As regards Afghanistan’s transition to democracy, Dr. Ranjbar is a staunch opponent to the notion of accepting mujahideen leaders into Afghanistan’s leadership. At the same time, he believes that conducting a dialogue with all the opposition groups within the parameters of the constitution is a way to ensure peace and stability. Dr. Ranjbar is seemingly a firm advocate of Afghanistan’s constitution, given the comments he has made about the document’s intrinsic value, and that the constitution is to be regarded as a good framework for the country to move forward. Dr. Ranjbar has expressed discontent about the possible extension of Karzai’s tenure after his term ends in May 2009 and is wary of the constitutional and legal implications for the country’s political system, should Karzai impose a four-month state of emergency during the interim period.

Lawmaker Kabir Ranjbar supported reformist Ashraf Ghani in the 2009 presidential campaign.
 

Ranjbar is a key member of the Right and Justice Party, led by ex-interior minister Hanif Atmar, who is seen as a potential candidate for the presidential election in 2014.
 

The Attorney General Office detained on 20120623 ex-lawmaker Abdul Kabir Ranjbar alleged linked to abduction and rape. A woman, now aged 20, was kidnapped from Dehsabz district, northeast of Kabul, around two and a half years ago and held at the home of Ranjbar's niece. Ranjbar allegedly got the woman drunk and raped her and later she gave birth to his child. The Attorney-General’s Office announced that it released former MP Abdul Kabir Ranjbar, who was arrested on rape and kidnap charges.(20120627) Ranjbar was released after spending 24 hours in lockup.

Dr. Baseer Ranjbar, former head of the Central Bank and head of Sawda Company private limited, who currently lives in London, said he obtained nearly $2 million loan in installments from the Pashtani Bank from 2004-2010 for construction of a building on his personal property in Kabul’s Shahr-i-Naw. He didn'd pay back the loan. The Supreme Court made its decision on the principles of civil proceedings. Thereafter a joint delegation of the relevant organs visited his property without any notice or legal document and arrested the only guard of the building. The relevant organs took over full authority of his personal property without the presence of the owner or his representative.(20200909)
