3. Biodata:
Abdurrahman Rasikh attended Khorasan High School Maymana in Faryab Province. He completed his higher education at Balkh University where he studied in the Literature and Language Program.He has completed his Masters degree in Public Policy and Administration at Kabul University. Mr. Rasikh is currently the IARCSC Provincial Affairs Director within the CSMD. His main responsibilities include rolling out the PAR at the sub-national level in all 34 provinces and 364 districts. He is establishing the first IARCSC regional offices in the north and providing operational support to the other 6 regions in Afghanistan. He has introduced new Human Resources policies in the provinces including: merit based appointments, performance appraisal process, database development and specific trainings. Mr. Rasikh coordinates activities between ministries, provinces and donors in order to successfully implement Local Administration Reform. Prior to his current position he worked as the Director of IARCSC Regional office where he was responsible for establishing a pilot IARCSC regional roll out of PAR to provinces, municipalities and districts. Mr. Rasikh also was in charge of supervising the Balkh Capacity Building Unit as part of his position as the Capacity Building Group Coordinator. He held three separate positions in the Ministry of Foreign Affairs Regional in the Balkh office as a Deputy to Protocol Section, as a Consular and the Head of UN and NGO’s section.
