rahmani_arsala_muhammadMuhammad Arsala Arslan Rahmani Mawlawi Arsalan Rahmani, son of Muhammad Dawlat Daulat, was born in 1944 in Khaliq Dad Babai or Orgoon district of Paktika province. He studied for 17 years and graduated in 1960. He has undertaken official trips to Libya, Jordan, Sudan, United Arabic Emirates and Uzbekistan. Rahmani is vice president of Harakat Enqelab Islami, the Islamic Revolutionary Movement Party. Muhammad Arsalan Rahmani is one of the 34 by the President (Karzai) nominated Members of the Meshrano Jirga. He is not elected.

Mawlawi Arsalan Rahmani is an important figure in negotiations between the Afghan State and the armed opposition groups. Maulvi Arsala Rahmani, a former Taliban cabinet member who has reconciled with the government, believes an agreement between the Afghan government and the Taliban is possible -- and their apparent differences on the interpretations of Shari'a can be resolved -- once peace is restored. Rahmani questions the universality of the concept of human rights and asks whether such rights are defined by divine guidance, human intellect, or traditions and customs. Rahmani was a member and a member of the Religious Affairs, Culture, Education and Higher Education Committee 2010.

Former Taliban deputy minister of higher education, Mullah Arsala Rahmani; the Taliban ambassador to Saudi Arabia, Habibullah Fawzi; the Taliban deputy minister of mines, Syed Rahman Haqqani; and another Taliban official, Faqir Mohammad, were included among the 14 officials removed from the UN sanctions list, a UN statement said.(20110716)

Rahmani said (20120127) preparations in Qatar were under way, with a team of senior aides to the Taliban's one-eyed leader Mullah Mohammad Omar already in Doha.

"I think the (Qatar) office is operational, but media are strictly banned," he said, looking frail with age and swathed in a heavy, fur-lined coat against the winter cold. "People are already there like Shahabuddin Delawar (a former Taliban envoy to Saudi Arabia), Sher Mohammad Abbas Stanekzai (a former Taliban deputy foreign minister) and Tayeb Agha (said to be a close aid and former secretary to Mullah Omar)."

He is the Deputy of the Islamic Revolution Movement Party.

Arsala Rahmani was stuck in heavy traffic at an intersection in the western part of the Afghan capital when he was shot at from a nearby car with a silenced pistol.(20120513)
