qayum_hafizHafiz Abdul Qayyum Hafiz Abdul Qayuom Qayoum is the son of Ghulamullah, and  was born 1973 or 1975 in Wama district of Nooristan province. He lives in Kabul, has a bachelor’s degree in Islamic studies and Arabic literature jn neighboring Pakistan. He is a member of the Dawat Islami Afghanistan,  he was elected as deputy in the commission for legislative, justice and judiciary (20110205), is a member of the Ulemaye Afghanistan commission, head of the Ulemaye Commission Nooristan, advisor to the Ministry of Education and Religious Affairs and senior advisor to the Nooristan governor’s office. He was elected as Deputy Chairman of Legislative, Justice and Judiciary Committee (20120127)

A fact-finding commission informed Meshrano Jirga, the Upper House of the Parliament that 66 police pick-ups and 2,700 weapons had disappeared from the police headquarters in eastern Nuristan province over the past few years. Hafiz Abdul Qayyum, who led the delegation, confirmed that Nuristan police had been delivered 90 of the 127 pick-ups sanctioned. The police currently received 24 vehicles, with the rest missing, the public representative from Nuristan said.

Their findings revealed that 2,700 weapons are not on the record, something he blamed on delayed payment of salaries to the provincial police force. But the provincial police chief, Brig. Gen. Ghulamullah Nuristani, rejected the claim as exaggerated, admitting some policemen had sold their guns due to frustration over inordinate delays in salary payments.

“There are some cases of policemen selling their guns — not as many as claimed,” Nuristani said, explaining a number of police vehicles had been damaged during battles and road accidents. Qayyum said the police headquarters in Nuristan had been allotted five acres of land, but offices were built on two acres and the rest of the land was grabbed by officials. He did not name anyone.

“My claim can earn me many enemies, but I would speak the truth, come what may,” the senator remarked, accusing the Nuristan governor of failing to execute a single development project since his appointment office six and a half years back. The legislator quoted Nuristan residents as warning of big protest rallies if the governor was not replaced soon. Qayyum said countless vacancies in public sector departments remained unfilled due to the governor’s inefficiency.(20130901)

President Hamid Karzai approved Qayyum’s appointment as Pronicial Governor Nuristan  based on a recommendation from the Independent Directorate of Local Governance (IDLG).(20140220)

Rumors said, the governor of Nuristan provinces has been suspended, but the governor said he was unaware of the decision. A source close to the government said that President Ashraf Ghani Ahmadzai had suspended duty of Nuristan governor Hafiz Abdul Qayum due to his weak management. May be this is a rumor only.
