3. Biodata:
Kargar_ShakirAlhaj Fathullah Qaisari, son of Hajji Abdul Mutalib, was born in Jegdalik village of Qaisar district, Faryab province in 1967. Qaisari completed his early education in Islamic studies in private madrasas in Faryab.

Qaisari joined the Mujahideen at an early age. He was a Junbish provincial commander in Faryab from 2001-2005. Qaisari was a member of Hezb-e-Jamiat Islami Afghanistan during the jihad years, but then joined Hezb-e-Junbish Milli Islami Afghanistan. He is loyal to Dostum.

Fathullah Qaisari was one of the commanders of Gen. Abdur Rashid Dostum, but he later joined Dr. Abdullah Abdullah’s camp in the 2014 presidential election campaign.
 

 Qaisari bagged second most votes in Wolesi Jirga Elections 2005 and sixth most votes in the 2010 election in Faryab Province. During his 2005 term, he served on the commission for Disabled, Martyrs and Widows


Commission (2012): Defense and Territorial Affairs

A group of Taliban seized the father and a brother of Wolesi Jirga member Fathullah Qaisari and took away six weapons during house searches in Jagdalak village. (20130704)

Armed men were loyal to Nizamuddin Qaisari, Dostum’s representative for uprising groups, had ringed the Maimana Airport -- only 1.5 kilometres from the police headquarters. They allegedly tried to arrest MP Fathullah Qaisari. When Qaisari received a tip-off, he and his supporters took refuge in a nearby Afghan National Army (ANA) base south of the main provincial airport.(20180218)
 

Qaisar is married and has three sons and seven daughters.
 

He speaks Uzbek and Dari.
