More Background:
The selection of Rabbani, who had fled to Tajikistan after the Taliban came into power, as head of the traditional assembly, amounted to antagonising the rebel movement. The National Consultative Peace Jirga is being touted as one of the critical political events of the coming year. Representatives of the Taliban were not invited to the Jirga. The agenda included three important points: Consultation, Dialogue and Agreement on peace talks. Privately many Kabul based diplomats say it is likely to be a non-event. Afghan politicians have also criticised the event for not being truly representative. "They are hand-picked by governors who were picked by the president. These representatives will simply say yes to whatever [Karzai] wants," said Fauzia Kufi, an MP from northern Afghanistan.
