3. Biodata:
Patang_Mujtaba_Maj_GenGen Mushtaba Patang hails from Abdulrahimizai tribe in Logar Province. He was born in 1963 at Logar province and was graduated from the Kabul police academy. He was a serving junior police officer during the PDPA era and probably a party member in the Khalqi wing. His official biography says he stayed on as an officer during the mujahedin government, has a discrete gap for the five years of Taleban rule, and then says he had a minor position in the ministry in 2002.

Patang’s break-through came in January 2003 when the then minister, Ahmad Ali Jalali, as part of his attempts, as he would see it, to ‘professionalise’ the police force, appointed him in charge of liaison with the Provincial Reconstruction Teams (PRTs).

From 2006, he became in quick succession: Takhar chief of police, police commander of the northern zone (303 Pamir), head of education and training for the Afghan National Police, Deputy Interior Minister with responsibility for the Afghan Public Protection Force (which took over most private security jobs from private companies earlier 2012)

His swift rise has also come on the back of his building up excellent contacts with Ustad Atta Muhammad Nur, the governor of Balkh and the most powerful figure in northern Afghanistan, and with Marshal Fahim. He is also said to have done a little campaigning in the north for Karzai during the 2009 presidential election and to have excellent foreign contacts.

He does not have the sort of deep political or ethnic power base that ministers often possess, is seen as a competent, long-serving police official and someone whom President Karzai can control. In an interview on 20120829, Patang seemed certain he had been nominated for the post of interior minister. “I am almost sure that I am proposed by the president,” he said. “It will be done in a week.” Previously, he was a deputy minister in charge of the Afghan Public Protection Force (APPF), a government agency that took over most private security jobs from private companies earlier this year under a decree by Mr. Karzai.(201200829) If this decision has been made by the president, this will be the first time a professional police officer has been appointed at the ministry of interior for 30 years.

Patang was approved as Minister of Interior by parliament. (20120915)

The parliament voted on July 22, 2013 to sack Ghulam Mujtaba Patang for rising insecurity in the country and growing corruption within the Interior Ministry. The parliament said that Patang also failed to attend a parliamentary hearing on security earlier. 136 lawmakers voted for Patang's dismissal. Karzai has decided appeal the dismissal at the Afghan Supreme Court. Karzai has also asked Patang to remain in an acting capacity, which has happened when other cabinet members have been voted out.(20130722)

General Ghulam Mujtaba Patang, the Interior Minister of Islamic Republic of Afghanistan, who is a well-known and effective academic character, has served for many years in the Ministry of Interior Affairs.
General Ghulam Mujtaba Patang completed his higher education in the field of security in Police Academy in 1359 (1980). After graduation from the Academy, he started his job in the Kabul Police Headquarter as Second Lieutenant.

Since 1980 to 1993 General Ghulam Mujtaba Patang undertook different responsibilities in Afghan police force. During this time he received four extra ordinary promotions from the rank of Second Lieutenant to the rank of colonel
 
From 1373 to 1381 (1994 to 2002),General Ghulam Mujtaba Patang has served as Training and Education Commander, Operation Director, Brigade Commander, Deputy Brigade Commander. He has also served in investigative and detective sections of this command, as Instructor in the consultative board of this command, as Documents and Communication Director of the Political Department.
General Ghulam Mujtaba Patang was appointed as chief of staff  of the General Department for Development of Fundamental Regulations 1382 (2002); as General Director of PRT Central Office in 1383 (2003), as Police Chief of Takhar province in 1385 (2006), and  as commander of Pamir (303) regional command
In 1389 (2010) Ghulam Mujtaba Patang was appointed as commander of the Education and Training General Command of the Ministry of Interior Affairs where he provided significant services for improving quality and quantity of trainings for Afghan National Police. During his tenure as commander of the Training General Command, Afghan Police Academy got the membership of the world police academies for the first time in the history of police in Afghanistan.
Creation of several electronic libraries in the Ministry of Interior and police educational centers, compilation and publication of scientific and academic publications about police regulations, developing and correcting curriculum for police training centers, sending students to foreign countries for learning professional trainings, creating coordination boards with NTM-A and European Union and Police projects are the main activities led by Ghulam Mujtaba Patang for the trainings of the Afghan National Police.
These activities turned Mr. Ghulam Mujtaba Patang into an academic personality in Afghan National Police
General Ghulam Mujtaba Patang has written many significant publications about Afghan National Police, which are unprecedented in the history of Afghanistan.
According to a decree by the president, General Ghulam Mujtaba Patang was appointed as Deputy Minister of Public Protection Force where in ten months, he developed new mechanism and structures for this Deputy Ministry and took important steps for dissolution of private security companies, protection of public properties and economic development.
