Mohammad Yasin Osmani is a veteran technocrat with a "clean record". Prof. Usmani resigned from HOOAC in 20110200.
MEC head, Mohammad Yasin Usmani said in Kabul: "The UNDP didn’t want MEC to be set up; we know there is corruption in the UN agency. Also, the HOOAC is not cooperating with us."(20120910)
MEC Director Mohammad Yasin Usmani questioned the integrity of the Transparency Internationla report’s methodology and findings, because they haven’t specified which side is more corrupt – private sector institutions or government institutions. Also they don’t have an office in Afghanistan and the people that they hire for collecting information are not reliable.(20131207)
Background:
MEC is an independent agency, and is not subject to direction from either the Afghan government or from the international community. It was created after the need for an autonomous anti-corruption monitoring and evaluation body was identified at the London and Kabul conferences. Following the London Conference, (click to read London Conference Communique) the Government of the Islamic Republic of Afghanistan invited the international community to form a joint Afghan-International monitoring and evaluation committee. MEC focuses on:
developing anti-corruption recommendations;
monitoring and evaluating the anti-corruption efforts of the Afghan government and the international community; and
reporting on a regular basis to the President, Parliament, and people of Afghanistan, as well as to the international community, about the state of the fight against corruption.
The Committee
The Committee consists of six senior anti-corruption experts selected through a nomination process overseen by the international community and the Afghan government. The Chairmanship of the Committee alternates between an Afghan and an international appointee every six months.(20150603)

More Background:
The High Office of Oversight for Anti-Corruption (HoO) was established by President Karzai in June 2008 following repeated calls from the international community to fight corruption across all government institutions. In a decree in March 2010 Karzai gave the High Office of Oversight and Anti-corruption the power to suspend and detain government officials. Commission chief Mohammad Yasin Usmani said it would also give the body the authority to refer cases to court and act as prosecutor. Before, the anti-corruption body could only scrutinize ministries, while the power to detain officials lay with the police and the power to refer cases to court lay with prosecutors. |
