From 1975 to 1978, Dr. Nuristani worked as a Graduate Research and Teaching Assistant at the Department of Anthropology, University of Arizona in the United States of America. He also worked as Assistant Professor at the Department of Social Sciences and Humanities at the Kabul University. He has a PhD from the university of Tucson Arizona (1994). President Ashraf Ghani's appointment of Ahmad Yusuf Nuristani, former Head of the Independent Election Commission (IEC), as Afghanistan ambassador to Spain has been challenged by the Office of the Chief Executive. Nuristani's alleged involvement in corruption and election problems had not been be taken into account. Nuristani had taken one million Afghani from the ‘public bus transport’ budget when he was Herat’s governor in 2009, but he never returned it. (20160711)
Newly appointed senator Ahmad Yousuf Nuristani, who is the former chairman of the Independent Election Commission (IEC) and former governor of Herat, has an arrest order against him by the Anti-Corruption Criminal Justice Center (ACJC). Documents show that Nuristani was accused of misusing his authority twice while governor in Herat and was summoned to appear before the ACJC in connection with the allegations but failed to do so. The documents show that ACJC have on numerous occasions issued arrest orders but that the Ministry of Interior has failed to take Nuristani into custody. The documents state that the ACJC warned police that if they do not arrest Nuristani, then the ACJC will make a decision based on the Criminal Procedure Code. According to the documents, the ACJC summoned Nuristani to appear before them in order to answer to allegations of him having taken over one million AFs from Herat’s Milli Bus Enterprise. Nuristani however said he had paid the one million AFs on Herat province’s debt and for expenses relating to the province. Nuristani was recently appointed as a senator to the Meshrano Jirga (Upper House of Parliament) by President Ashraf Ghani Ahmadzai.(20180903)
The former Chief of the Independent Election Commission of Afghanistan Ahmad Yousuf Nuristani was sentenced to 13 months in prison on charges of embezzlement while he was serving as provincial governor of western Herat province. Nuristani was sentenced to prison by Major Crimes Tribunal convicting him of embezzlement of State funds amounting to one million Afghanis. The verdict also stated that Nuristani is obliged to return one million Afghanis which he had obtained from Millie Bus Enterprise of Herat province in 2009. The court issued its verdict in the absence of Nuristani with his defense attorney claiming that Nuristani has returned the funds. The judge of the court said Nuristani can file an appeal to his conviction.(20190505)
Nuristani admitted to concealing and repeatedly lying to the U.S. Social Security Administration about his foreign travel and residency, and to receiving $27,492.44 in SSI payments and to “causing a loss of $73,090.34 to the State of California for health care payments and services as a result of his fraud,” the statement added. Nuristani served as both the head of Afghanistan’s Independent Election Commission and as an Afghan senator even as he received SSI at his claimed address in El Cajon, California, the US statement said. He has also served as the governor of the western province of Herat and he was appointed as a member of the Meshrano Jirga, Afghanistan’s senate, in September 2018. As a part of his plea agreement, Nuristani has agreed to make full restitution to the Social Security Administration and the California Department of Health Care Services, the statement said. He also faces up to 10 years in federal prison and a fine of up to $250,000 at his sentencing on March 9, 2020. According to the statement, Nuristani, 71,” is a former Fulbright Scholar and has been a prominent politician in Afghanistan for many decades.” Nuristani was head of Afghanistan’s Independent Election Commission from August 2013 to March 2016 and was heading the election commission during the controversial 2014 presidential polls which ended up with the shared National Unity Government.(20191216) After arriving in Afghanistan 20230905, Nuristani urged other politicians and former officials to return home. He said he left the country three years ago due to medical reasons but that he has returned home. However, he will need to see his doctor every six months, he said.
“Of course, some people are happy that security has been established in the country, and some have complaints,” Nuristani added.
“The process of the Commission for Contact with Afghan Personalities living in exile is going on normally and every week we see people returning to the country and so far hundreds of people have been sent return forms and are waiting for their documents in order to return to their country,” said the commission’s spokesman Ahmadullah Wasiq. In 2018, Youssef Nooristani was convicted of fraud and concealment of money by an American court. He was sentenced to six months house arrest by a federal court judge in the United States for the crime of theft from public funds, and was under supervision for three years.
More than 650 former government officials and personalities have returned to Kabul through the IEA’s Contact Commission. Wasiq meanwhile confirmed that Maryam Koofi, a former MP, also returned home on Tuesday morning (20230905)
