2.Previous Functions:
Ministry of Public Works, Kabul, Afghanistan, in 1959, Director 1961, General Director 1965.
From 1966, he held the positions of Deputy President of the Maintenance Department and General Director of the Roads and Bridges Construction Department.
From 1971 to 1973, Noorzad was the Mayor of Mazar-e-Sharif city.
In 1973, he was elected the Mayor of Kabul and he held this position until 1978.
Mayor of Kabul again in 2004 - 2006.

3.Biodata:
Dr. Ghulam Sakhi Noorzad was born in Kabul in 1940. In 1959, he graduated from the University of Kabul, Faculty of Engineering, as a Civil Engineer. He is a Moscow trained engineer. He obtained a Ph. D. Degree in Road Construction in 1964. After the Soviet invasion in 1978, Dr. Noorzad was arrested for political reasons. Upon his release, he left the country and lived in India and in 1985 he went to Richmond Hill, Canada with his wife Zobaida and five children. He has an canadian passport. After the collapse of the Taliban regime and establishment of a legitimate government in Afghanistan, he came back to the country. President Hamid Karzai nominated Dr. Noorzad to be the Mayor of Kabul again in 2004. In 2006 Karzai ordered appointment of the Engineer Rohullah Aman to replace Ghulam Sakhi Noorzad as Kabul mayor. His family is still living in Canada.
